Allways new pageversion on save

EPiServer CMS 5 R2 SP1

Saving a page without doing any changes gives a new pageversion. This was not the case before. Is this a configuration setting? Or is it a "bug"?

I discovered it when I was testing some custom built properties. I dont want the page to save if no changes have been made.

So I installed a clean R2 SP1 with public templates and the same happens.

This is now reported as a "bug":
