Self registration and account activation

Hi, We need to let external users self register on a website.

Upon registration an administrator needs to be notified via e-mail about the newly created account with a direct link to the EditUser.aspx page (http://sitename/EPiServer/CMS/Admin/EditUser.aspx) where the admin can activate the account.

As soon as the user account has been activated a notification should be e-mailed back to the end user.

There is definitely support for this in EPiServer (at least internally) where this can be found in languageEN.xml: <notificationquestion>The user will automatically be notified by e-mail that the account has been activated.</notificationquestion>

Does anyone know how this setting is used? It feels like there should be some sort of simple activation for this built in!?
